The Federal Government Employees Housing Authority (FGAHA) has set up irregularities of the four-May-Novo Committee in the process of praying for the development project in the sub-sector G 14/1, worth more than Rs 3.5 billion.

The tender for infrastructure works was presented in December 2024, where the lowest prayer of Rs 3.92 billion has increased by 25 % by Rs 3.13 billion at the cost of an estimated project. In July 2025, the authority canceled the process without any work order. The contractor challenged the decision in the Islamabad High Court (IHC), which directed the FGEHA executive board to provide a fair order within 30 days.

The board review and the formation of the committee

The matter was discussed on September 11 at a meeting of the 42nd Executive Board, where the contractor was heard according to the court’s direction. Initially, a May 3 organization moved a route, after which the authority decided to set up a four -Mai committee for a detailed review.

According to the official notification of September 17, the committee has been given the task of examining the case on merit and finalizing the recommendations within 15 days. Members include:

  • Atul-Haq Wahwas, Project Director, Lifestyle Residency (Head)
  • Bastic Khan, Director or Law
  • Director Joint Venture Faiz Amir Sial
  • Amar Hamza, Deputy Director, FGEA

The contractor’s answer

Immediately after the board’s hearing, the construction firm offered a written offering of 10.6 % of the exemption on its original prayer to reduce the price, which states that if the bid was restored, the work could start immediately. The firm emphasized that the waiver has been extended to make the board’s objections and easily implement the project.

More concerns than the process

The tender initially sought applications from four companies, but only one was eligible. Although the disqualified bidders did not challenge the quality of diagnosis, both the internal audit wing and the FGEHA chief engineer flags the concerns, which eventually canceled the process in July.

Residents of Sector G -14/1 have been awaiting the necessary facilities for years, and the delay caused by the stopping development project has added to their frustration. The results of the committee are expected to determine whether the prayer will be restored or a fresh tender will be issued.
