Karachi Green Line Extension Plan was stopped due to bureaucratic dispute


Residents of Karachi have faced frustration as working on the Green Line Phase II corridor, which extends from Guru Mandir to Municipal Park, Karachi Metropolitan Corporation (KMC) and Pakistan Infrastructure Development Company, Lemi Lima Limited, Lima Limited, Lima Limited.

The suspension was ordered by Karachi Mayor Murtaza Wahab, who accused the PIDCL of violating the procedure by not securing any objection to the municipal authority before starting construction. However, PIDCL officials strongly rejected the KMC’s position, and filed that the necessary NOC had already begun before the work began. The company also cited the seizure of a document released on October 12, 2017, in which KMC’s Superintendent Engineer signed, as evidence that it was approved.

On the other hand, representatives of the KMC have maintained that there is no valid NOC for Phase II of the project and that the stop was implemented under the direction of Wahab. Now the matter has reached the point where a meeting between Mayor Wahab and PIDCL officials is expected, including CEO Wim Bajwa and General Manager Shafi Chhahar, to try to resolve the deadlock.

In the meantime, the project contractor has withdrawn staff and luggage from the site, and has effectively built the construction until further notification.
