Dubai is taking a big step towards sovereign transport as the Rhodes and Transport Authority (RTA) has approved a comprehensive regulatory framework to rule over a heavy vehicle used in logistics.
Framework for smart mobility
New rules cover licensing, trial operations, vehicle technology requirements and safety protocols to ensure safe integration of autonomous heavy vehicles in Dubai Road network. Developed in partnership with private companies, distributors, retailers and strategic stakeholders, it is designed to increase operational performance, reduce emission and position Dubai as a global leader in smart logistics solutions.
The RTA Director General and Chairman, Mett al -Tahir, said the move reflects the vision of the UAE to strengthen its global competition. He noted that the move supports Dubai’s economic agenda (D33) and pushes smart self -driving transport strategies, which aims to convert 25 % of all Dubai travel to independent trips in 2030.
To promote performance and economy
El Tier emphasized that this framework will modernize the logistics transport sector, which currently operates more than 61,000 heavy vehicles from 3.5 to 65. The move is a part of the Dubai Commercial and Logistics Strategy 2030, aimed at:
- Direct contribution of the sector in the economy to double in AED 16.8 billion
- Increase the adoption of technology at 75 %
- Cut carbon emissions on 30 %
- Improve operational performance at 10 %
Pilot routes indicated
The rollout will be in two stages. The first phase focuses on the licensing rules and safety standards, while the second phase introduces pilot routes. These include Jabel Ali Port, Electrom International Airport, Jabel Ali Port Rail Freight Terminal, Dubai Investment Park, and Ibn Batota Mall. Some routes will initially work with safety drivers, while others will be fully independent.
To support wider strategic
This framework also supports six special strategies, including traffic protection, zero emission transport, digital change, and asset management. A total of 17 projects will be implemented to advance development in the supply sector.
Digital logistics platform
Along with the framework, the RTA has launched a digital logistics platform, logistics, together with the troker. The platform connects users with commercial transport providers, which enables on -demand bookings and fleet management. The system is expected to improve performance, reliability and user experience by strengthening Dubai’s status as a regional logistics center.
El Terry concluded that Dubai’s modern infrastructure and commitment to international standards make it one of the world’s most ready -to -be cities to adopt independent transport. He invited local and international companies to take part in future trials to strengthen the competition in the sector.
