Sindh CM Awards Teaching Licenses | Education Reforms 2025
The Sindh Chief Minister Syed Murad Ali Shah added that teachers hold significant value to him and equal that of his parents. Giving a speech at a ceremony at CM House, he licensed 646 successful teachers and insisted on changes, where quality came first.
The education department held the event with an objective to initiate the system of teaching license which is supposed to ensure competency and accountability. The holders of the licenses included 297 Junior Elementary School Teachers (JEST) and 195 pre-service teachers. Only 16 percent among the total 4, 000-plus who took the test proved successful, a factor that points to improved teacher education.
The role of CM Shah was to reiterate the commitment of the government to improve standards, by promoting Sindh Teacher Education Development Authority (STEDA). He also emphasized the increase in number of out-of-school children and he advocated paying attention to not only enrolment but also the quality of instruction.

When he looked back at the decades that had passed, he observed that there was a gradual drop in the quality of education, particularly at the primary schools level with the gradual undermining of appointments based on merit.
Syed Sardar Shah, minister of education, termed as a milestone the licensing system, proposed three years back. When he explained, licenses are not a permit but professional rights and in future, no one will qualify as a teacher unless he or she is trained and licensed.
He has this to say, “Teaching is service and not a job only.”
Diplomats, educationists, civil society and Minister Mohammad Ali Malkan and Secretary Zahid Abbasi were also present at the biography launching event.
